DES MOINES, Iowa (AP) — Republican governors who turned down billions in federal dollars from an expansion of Medicaid under President Barack Obama's health care law now have their hands out in hopes the GOP-controlled Congress comes up with a new formula to provide insurance for low-income Americans.

97. Report: 6 officers in students' arrests violated policy -

MURFREESBORO (AP) - Six of the 10 officers involved in arresting elementary students at a school in Tennessee violated their department's policies, an internal police investigation determined.

Murfreesboro Police Chief Karl Durr said the case prompted police to respond to the community's concerns with reforms, including giving officers the option to handle juvenile offenders informally, through their parents. The department also is developing a new policy for issuing citations to juveniles instead of the court-mandated practice of arresting all of them, he said.

Scott McCarver, associate operating office for Vanderbilt University Adult Hospital and Clinics, has been named chief operating officer for the Vanderbilt University Adult Hospital.

As COO, McCarver is responsible for providing operational oversight of professional and ambulatory departments, clinical service lines and the Patient Care Centers and Institutes residing within the adult inpatient enterprise.
