29. Legislators file 4 bills to protect Civil War monuments -

Legislative battles are looming over a spate of bills designed to hammer Memphis and any other cities accused of violating the Tennessee Heritage Protection Act.

Lawmakers filed several pieces of legislation aimed at punishing local governments in the wake of the Memphis City Council move to topple the Nathan Bedford Forrest statue in Health Sciences Park and two other Confederate monuments in another park by selling the property to a newly-created nonprofit organization.

Rather than outsource jobs and the renovation of park’s inn, a proposal vehemently opposed by state workers and numerous legislators, the Department of Environment and Conservation is opting to take a different route, one that means closing the old inn for 18 to 24 months in April 2018 and building a new one.

34. Plans approved for new inn at Fall Creek Falls State Park -

NASHVILLE (AP) — Plans to rebuild guest lodging at Tennessee's largest and most-visited state park have been approved.

The Chattanooga Times Free Press reports the State Building Commission approved the plans for Fall Creek Falls State Park. Work at the 26,000-acre (10,500-hectare) park is expected to take one and a half to two years.

Outsourcing is starting to become a four-letter word in state government. Gov. Bill Haslam’s administration told lawmakers during a summer study session it’s giving up on privatization of state parks, including a plan to hire a company to raze the inn at Fall Creek Falls and build a new one, at a cost of more than $22 million, then take over the keys and the profits.

Two state parks are celebrating victories in an atmosphere of uncertainty created by the governor’s penchant for privatizing state functions.

Fall Creek Falls drew no bidders for a $20 million plan to hire a vendor who would tear down its inn, construct a new one and take over operations for 10 years. Henry Horton State Park, meanwhile, is set for $10 million in improvements this coming fiscal year, including upgrades to its hospitality facilities, plus a new visitors’ center, rather than a proposal to raze its inn and not rebuild.

A majority of Tennessee’s legislators are asking the state to hold up on a facilities management outsourcing contract with Jones Lang LaSalle.

Seventy-five of the General Assembly’s 132 members, 17 in the Senate and 58 in the House, have signed a letter to Terry Cowles, director of the Office of Customer Focused Government, asking the office to slow down on outsourcing so it can “study and understand the effect” on public services, the economy and state employees.

NASHVILLE (AP) - A proposal to allow wine to be sold in Tennessee supermarkets and convenience stores scored its first legislative victory on Tuesday after years of frustration.

The Senate State and Local Government Committee voted 5-4 to advance the bill that would allow cities and counties to hold referendums next year to decide whether to expand wine sales beyond the state's nearly 600 licensed liquor stores.
