2. The good, the bad and the ugly of 2020 legislative session -

Legislators have again decamped, signaling halftime of the 112th General Assembly, so it’s time to assess the damage they did before leaving. And, sure, the good.

Which I’ll start with: The bill calling for a statue of David Crockett on the Capitol grounds passed and was signed by the governor. I suggested in a column last year that Crockett might well have been the greatest Tennessean ever, so: Go, Davy!

3. Bill passes to stop executions of intellectually disabled -

NASHVILLE (AP) — Tennessee lawmakers on Monday passed legislation designed to prevent death row inmates with an intellectual disability from being executed.

The action sends the bill to Republican Gov. Bill Lee's desk, with implications for the case of a current death row inmate. Pervis Payne's attorneys have argued he is intellectually disabled as they fight to prevent the state from executing him. He received a temporary reprieve from the governor last November due to the COVID-19 pandemic, but that relief has since expired.

4. Dolly knows new statue would be for the birds -

Whatever adjectives might be attached to Dolly Parton – and many come to mind – “underappreciated” would not seem to apply.

Aside from music-related awards too numerous to list, she’s a former Ms. Magazine Woman of the Year, holder of honorary doctorates from Carson-Newman College and the University of Tennessee, a Kennedy Center honoree and a recipient of the American Legion Good Guy Award, Woodrow Wilson Public Service Award and the National Medal of Arts.

First: Efforts to place a statue of Crockett on the prime spot of the Capitol grounds are making progress in the Tennessee legislature. The House bill that would do so, sponsored by Rep. David Hawk, is paired with a Senate bill by Sen. Steve Southerland.

12. Tennessee Republican US Rep. Phil Roe says he will retire -

JOHNSON CITY (AP) — Tennessee Republican U.S. Rep. Phil Roe announced Friday that he will retire at the end of the 116th Congress.

The 74-year-old called representing East Tennesseans in Congress for the past 11 years "the honor of my life" and said he always intended to serve five or six terms because he didn't want to make it a second career. He practiced medicine for more than 30 years before being elected.

13. Legislators have plenty of ideas for $700M in unused funds -

If you ask a Tennessee lawmaker an open-ended question about priorities for 2020, the subject might immediately go to what to do with the TANF funds.

Some might say the lawmaker has 700 million reasons to be concerned since the state could draw on more than $700 million in unspent federal matching funds to support programs for needy families.

14. Democrats seek quick reversal of Education Savings Account bill -

Rep. Bo Mitchell, a Nashville Democratic, was joined by 19 fellow House Democrats in filing a one-sentence bill Aug. 21 that aims to delete from the books a law passed in May that allows state money – about $7,400 per student per year – to go to parents in Memphis and Nashville to send their children to private school instead of public school.

15. Legislators seek to balance punishment, preparing non-violent offenders for success -

It’s all about balance in criminal justice reform, and this year lawmakers are likely to be searching for that sweet spot between punishment and preparation for reentry into society for Tennessee’s more than 21,000 inmates.

16. Health care, education & the usual hot buttons -

After a raucous, partisan 2019 session that delivered historic health and education measures, Tennessee lawmakers return to Nashville on Jan. 14 for the second half of the 111th General Assembly.

Health and education will continue to occupy lawmakers. Republican Gov. Bill Lee’s administration has applied to the federal government to receive TennCare funding through a block grant.

17. Life after Casada: A ‘kinder, gentler’ TN House -

Tennessee House members can expect a lower-key, collegial atmosphere when they return in January without Glen Casada as their speaker, several members say.

It’s also possible the number of House committees and subcommittees, 43, will return to the pre-Casada level of 28.

33. Tennessee House speaker contender won't seek re-election -

NASHVILLE (AP) — A longtime Tennessee lawmaker who had expressed interest in running for House speaker says he won't seek re-election.

Republican Rep. Gerald McCormick of Chattanooga tells the Chattanooga Times Free Press he will withdraw from his House race Monday and will resign Oct. 1 to take a full-time job with Asa Engineering and Consulting in Nashville.

42. IMPROVE Act fight an insight into testy election ahead -

In case anyone’s keeping stats, Senate leadership soundly defeated House leadership this session in the gas tax/tax cut battle.

Whether this is a forerunner to a Republican gubernatorial primary remains to be seen as Senate Majority Leader Mark Norris and House Speaker Beth Harwell weigh decisions. It’s not as if they’d be facing off against each other, though, since businessman Bill Lee and former Economic and Community Development Commissioner Randy Boyd are definitely in the race and not hurting for money.

43. Tennessee House, Senate pass Haslam's gas tax proposal -

The House and Senate are nearly ready to send the IMPROVE Act to Gov. Bill Haslam, passing it with relatively wide voting margins after months of debate.

Only one adjustment is needed in a measure providing property tax relief for veterans, the disabled and elderly before the measure can be sent to Haslam.

44. Mistreated GOP legislators only want to be heard -

Word has it extra tissue will be placed on the desks of some House members in the coming weeks so they can dry their tears of pain.

It seems a faction of the Republican supermajority just hasn’t gotten a fair hearing – from their own party – on opposition to Gov. Bill Haslam’s IMPROVE Act, which contains a dreaded gas and diesel tax increase to rebuild the state’s roads and bridges. It’s the gas tax versus the surplus, which is pretty big at $1 billion in one-time money and another billion in extra recurring money.

NASHVILLE (AP) — Republican Gov. Bill Haslam's sweeping transportation funding proposal has survived a key vote in the state House but without a provision to hike the state's gas and diesel taxes.
The proposal advanced on a 5-4 vote in the House Transportation Subcommittee on Wednesday with House Speaker Pro Tem Curtis Johnson of Clarksville joining the panel to cast the tiebreaking vote.
The change to the governor's bill would dedicate a small portion of sales tax collections to transportation projects.
Haslam has expressed concerns about changing the state's traditional way of paying for roads at the fuel pump, so it's likely that his administration will try to bring back the fuel tax proposal in later committees.

Fifty-two percent of Republicans surveyed recently by Tennesseans for Conservative Action say they support allowing people to manage their pain with medical cannabis, in contrast to 31 percent in opposition. Thirteen percent needed more information and 4 percent were unsure.
